Why do people mishear 'thirteen' as 'thirty'?

Thirteen and thirty differ only in which syllable is stressed. Getting that backwards is one of the few pronunciation errors that changes a number tenfold.

Because "thirteen" and "thirty" are built from nearly the same sounds and differ mainly in which syllable carries the stress — thir-TEEN vs THIR-ty — and stress, not the individual consonants or vowels, is what a listener actually relies on to tell the whole -teen family apart from the whole -ty family.
